Independent Panel CSA Inquiry

After a weekend’s consideration I have decided to compose and send this email to the two panel members who spoke to me following the listening meeting. I wasn’t sure who to address this to or who will end up seeing it. I intend to start with my impressions and comments on the meeting, which will obviously be relevant to the whole panel. I also intend to share a little of my personal circumstances which I hope will explain my interest in the enquiry – and may also help to put my impressions of the meeting into context.
Firstly I would like to make it clear that anything within this email are completely my personal opinions and impressions. I do not claim to be a professional on anything but my own perceptions and as such other survivors may hold differing views. Any ideas I may detail are suggestions only and also may not be relevant to all or any other survivors. We are all different. We have different political ideas, religious or non-religious beliefs, different personal boundaries, different fears and triggers. Different lives, different stories and different damage manifesting in different ways. I can only speak for me.

Pre-event communication
On the email received just before the event there were no times included. Myself and my support worker had to “Google” it to find out, and even then weren’t sure whether those times were accurate.
There could be some consideration of whether it would be helpful to provide a different email to survivors than to the professional representatives. Maybe a less formal and more structured email to survivors to put them at ease and to know what to expect on the day to lessen anxiety. Whilst I certainly don’t think that survivors may need things “dumbed down” anything that may relieve anxiety and fear of authority may be helpful to some. It may also be helpful to include a short list of questions for the survivor to consider or brainstorm before attending.

Introductions
It was great to hear panel member’s experience, honesty and enthusiasm for the inquiry – It was also refreshing to hear an admittance that you are open to ideas and suggestions.
I personally found it a little intimidating that 90% of the other “survivors” appeared to have a very “set” agenda for attending. It appeared to me to be quite time consuming, and my impression was that it almost appeared to feel like a time for people to promote their charity/work/service and to almost jockey for recognition before the panel. At some point it felt to me almost like people felt that they had to prove their right to be there. This could leave some survivors feeling inadequate and that their contributions would not be as valid as those that make a career from it.
What else?
I think that in the panel’s introductions it should not be assumed that survivors are aware of the structure of the enquiry and the different job roles of each member and what that entails.
Also the set-up of the room could be looked into – with separate tables wherever I had been seated I would have had my back to someone. Given that many survivors have PTSD this could create anxiety for many. Maybe having a large table or group of tables for people to sit round would eliminate this and also create an atmosphere of unity and equality.
Helping the panel in it’s work. What was most/least helpful?
Most helpful was the impression given by the panel members that they were willing to listen and learn from the survivors and their experiences, that was well explained, with honesty and so was believable.
Least helpful was the lack of explanation of what the survivor’s role is. What is expected of us? The process – what will happen with the information we provide? What kind of things will the panel need to know? What is our confidentiality status – will you be enquiring into each individual’s circumstance, or would there need to be a cluster of complainants about the same institution?
Who apart from the panel know who we are and what we have disclosed. How honest are we safe to be? How much detail would you want – times, dates, place, abuser’s names? What will be put in place to ensure our physical safety? We may be reporting or disclosing things about people in power – or people who will do anything to ensure we keep quiet about the abuse.
In the paperwork it states that all allegations will be reported to the police – How? Will our names be attached to these reports. Will the police conduct an investigation without our consent? Would our family and friends be interviewed/told? What if our abusers or their accomplices are the police, would that not create a bias? We have been dismissed by the police in the past, we have been threatened by them, belittled by them and in some circumstances put in danger already by them. We as survivors are still not supported, still misdiagnosed with various mental illnesses due to our experience, still stigmatised and still ashamed. We still have no sense of control about how this will proceed. I personally am still afraid to tell the whole truth because of these concerns.
Moving on, the only other quick comments I would make would be around some of the language used. The use of the word “normal” should be avoided when describing non abusive dynamics. It implies that we are in some way “abnormal”. The brainstorming sheets – while they may be helpful to the panel proved to be quite intense and triggering to me, maybe as a sheet, without it being read out may have been less intense.

Finally I have a brief section of what I can contribute to the panel and why my support worker suggested I attend.
I hold a story of a little girl, a teenager and a woman. It’s a story that she needs to tell and be believed. There were people that knew what was happening – people she tried to tell and she was turned aside. She was labelled as a trouble maker – an attention seeker, a fantasist, an alcoholic. Mentally disturbed, suicidal. She was disempowered, institutionalised. She was at a rock bottom and could see no way out other than to remain in the situation or to die. It took nearly 30 years for her to be listened to – for someone to tell her she wasn’t those things, for someone to hold her and tell her she didn’t deserve it. 30 years to give her the strength to believe that abuse wasn’t what she was created for as she had been told. 30 years for her to see that there could be another way to live – that other people didn’t live like she did. Didn’t have to do what she had to do to survive. To teach her that she owned herself, not others.

She knows she was filmed being with these men and she is ashamed because she doesn’t know where these videos are. Whether they still exist, who saw them, who might still be watching them and seeing her like that. She was told in primary school that if a stranger did something bad to her she should scream and run. She asked the teacher what she should do if it was family. They laughed and said that it’s safe and ok for family to touch and kiss children, they didn’t understand what she was trying to say. When she grew too old for this family member he left her life and the church visits stopped. When he returned one week she was scared, she hid after school. When found by the headmaster of the private school she attended she tried to tell him that she was scared of home, that she was scared that this man would rape her again. She was told that she was talking rubbish. That she was very privileged to have a loving family that contributed so much to the school. That she was mistaken, that he knew her family well and had done for years. That it was stupid to be afraid of a loving Godly family and that he was angry that I would think and say such awful things about them, that she must be very sick. He did not ever want to hear another word about it and neither would anyone else. At the age of 13/14 she kept trying to run away, thinking she could escape the memories and herself.

She had been told by other people that she was dirty, that it was her that tempted men. That that was her job and to get on with it. During her grammar school and A-levels she again tried to seek help. She was self harming and self medicating the pain and when asked what was wrong tried to tell about her past. For this control was completely taken away from her. She was presented with a list of consequences for telling – and the only way she could stop this was to say she had been lying, to say she had made it up for attention and to confirm to herself that everything she had ever been told about telling what had happened and what was happening was true. That it would tear apart her family. That it would kill her mother, that people would look at her with disgust. She vowed to never say anything again.

Sara, 49, suffered a stroke brought on by a brain aneurysm eight years ago which left her partially paralysed.

Ms Hewson’s trolling has been referred to the Bar Standards Board, which regulates barristers.

A source said: “It is a shockingly disgraceful attack on Sara, who had the misfortune to have her daughter murdered and later to have suffered a stroke.”

The tweet, posted last Wednesday, has since been deleted.

Ms Hewson, 56, who prides herself on her controversial online presence, was accused of trolling a number of child sex abuse victims earlier this year.

And she got a police harassment warning last March after a complaint by fellow lawyer Sarah Phillimore. She left her chambers the following month and is now self-employed.

Yesterday she said: “I used the expression ‘brain damaged’ as I understand Dr Payne had a stroke many years ago. You will be aware that a stroke causes brain damage.”

Letter sent to VARIOUS people in 2015 telling half of the story xx

To Whom it may Concern

I am writing to you with regard to my attendance at the HASC pre appointment hearing of Justice Goddard.

I welcomed the opportunity to attend this hearing.

I would like to make you aware of a conversation (albeit a rather one sided conversation) that was had between Ben Emmerson QC and Justice Goddards husband shortly after they arrived at Portcullis House. Justice Goddard went to the toilet and I passed her on her way, assisting her to find the location of the toilets. When I got back to the Boothroyd Room Ben Emmerson QC and Justice Goddards husband were waiting outside of the Boothroyd Room. I overheard Ben Emmerson explain to Mr Goddard that he had been trying to help Justice Goddard understand that she [Justice Goddard] should not be worried about nor intimidated by the HASC committee hearing as they were “all well below her [Justice Goddard’s] intellect”. He went on to further explain that the hearing was not important to her role or employment which were both secure despite the pre appointment hearing. He went on to then offer a very personal of opinion of Keith Vaz MP (Chair of the HASC) and stated that he [Keith Vaz MP] was one of the least respected MPs in parliament and that “nobody really had any time for him”. Ben Emmerson QC went onto give his opinion of the way the HASC presented questions “they don’t really ask questions, they make long five minute statements that have about 15 questions in them somewhere”. Mr Goddard contributed very little to this conversation and I would like to make very clear it was not hushed nor secretive in any way, in fact I would describe Mr Emmersons voice as quite booming.

When Justice Goddard returned she along with her husband and Ben Emmerson were ushered into a private room so that Keith Vaz MP could introduce himself to them.

As a survivor of child sexual abuse, who had put a lot of faith in the HASC and their purpose it was entirely disheartening to hear counsel to the CSA Inquiry referring to it and its committee members in such a derisory fashion.

I do wonder given Mr Emmerson’s low opinion of a select committee what exactly he thinks of survivor’s intellect and “sensibilities”.

I would appreciate acknowledgement on receipt of this letter.

NAPAC 

Following being made aware of accusations made to the iicsa & various other people I have posted below in the interests of transparency all of my email communication with NAPAC in the past – barring a request for help from them severa years ago which was never replied to. I have never had any phone conversations with them. 
Dear Gabrielle
We have never communicated, but you may remember using my case back in May to comment on behalf of NAPAC – I have included the screen shot to remind you of this. 

This investigation is progressing and is very much still active as Operation Ruffle. I am writing to inform you that as of this morning I have had to report one of your staff members to the investigation as she has joined in with a campaign of harassment and abuse against me which the police are investigating as witness intimidation and attempting to pevert the course of justice. This woman has revealed survivor details and named formerly anonymous survivors of childhood sexual abuse in the past on social media and also to her journalist connections. She is now using her employment status at NAPAC to somehow offer credence to her opinions, which are extremely derogatory and offensive to me as a survivor of sexual abuse for over 30 years and the complainant in an active investigation. She is constantly commenting on my social media postings even though she has been blocked for several months and as such would have to actively search for my postings. 

I am not suggesting that NAPAC would be able to take any disciplinary action against ******, and indeed that is not the purpose of this email, but I wanted to make you aware of this course of conduct and to also make you aware on the impact this has had on several survivors, and is still having. I feel that this is giving NAPAC a very bad name and is raising suspicions on NAPAC’s credibility as well as *******. Survivors are now scared to come forward on social media in case they are attacked in the same way – which I’m sure you can understand is unacceptable in every way.

As you are aware I sent you an email several weeks ago about a safeguarding issue. As I had no response from either yourself or Gabriella Shaw I’m beginning to assume that things have been said to you about me that are clearly untrue. No matter. That’s what the police investigation is for. 

Aside from that – this email is to make you aware – if you are not already that the NAPAC Twitter account has in the last 24 hours blocked over 20 survivors of sexual abuse – some of these have never tweeted with NAPAC and are understandably confused by that. Others have been vocal supporters of NAPAC for several years and are also understandably quite angered by that. As NAPAC appears to have forgotten that its main aim is to support survivors of sexual abuse I must tell you that some survivors have been incredibly upset by this as they feel they have done something wrong, when they haven’t done anything wrong at all. I’m sure we both know what that feels like. What could be perceived by some as abandonment by what is supposed to be a support network can be extremely damaging – again I’m sure you know this. I assume your opinions of me and my case, whatever they are won’t prevent you from taking safeguarding action over this matter.

That seems fair enough although some things I will not be able to fill you in on email as I’m aware that mistakes can be made and they may end up in the public domain. 

The basic outline is that yesterday morning the NAPAC Twitter feed appeared to endorse the White Flowers Alba Website. As you are probably aware this is a separate group from the White Flowers Campaign 

I’m incredibly concerned that with napac’s seeming approval that now vulnerable adults will contact **** service for “counselling and advocacy” which is what his website offers. 

As I’m sure you’re aware **** has no formal training in helping survivors. The website and white flowers Alba is not registered as a company or charity in any way. It has no address. The contact details on the website are two email addresses and **** mobile phone number. There are claims that he has a good working relationship with the home office and police Scotland – which simply isn’t true. 

The truth is **** has already in 2014 received a PIN harassment warning for harassment against a survivor. There is also an ongoing police investigation into his behaviour which I cannot discuss on here – but am happy to talk to you confidentially about on a very serious matter. Again as you may be aware he recorded survivors without their permission at a meeting and passed that to a Sunday Times journalist.  

To sum up I am hugely concerned about the safeguarding issues this raises – but am informed that apparently anybody can set up a counselling service with no training or safeguarding and until they register in one form or another there is nothing really that can be done about it. I also understand that it’s not really something which any of us can stop at the moment. However to see NAPAC endorsing – or seeming to endorse by advertising this service is hugely worrying. It lends the credibility of NAPAC to what can only be described as a dangerous, back street service and to be honest with you I am scared for the safety of the people who may now be getting involved with **** after reading that tweet. I’m interested to hear your opinions and again you are perfectly welcome to ring me to discuss this and the parts I am not able to email further

My counsellor has never been abused so I’m not sure how that works

The project based in Wallasey on Merseyside has also referred to victims having ‘memories they have tried for many years to bury deep in their sub-conscious’.

But a number of experts say it is reminiscent of a previously discredited technique called ‘recovered memory therapy’, which played a part in false abuse cases such as the Cleveland child abuse scandal in 1987 and the Orkney satanic ritual case in 1991.

Talking about a false memory syndrome that doesn’t feature in any reputable mental health directories – bumped up by two examples in which – you guessed it – false memory was proved to not be a feature at all. Last night the NHS Wirral Clinical Commissioning Group (CCG) confirmed it had ceased funding the Lantern Project, which it has given £185,000 since 2013.
again I may be wrong but I believe they have been giving funds and sending clients to the Lantern for 4 years. They only seem to have had a problem this year. And especially after my allegations about government members, they lose government funding. Doesn’t take a genius …

It said: ‘Wirral CCG has previously commissioned The Lantern Project to provide counselling and psychotherapy to victims of sexual assault, sexual abuse and domestic violence. oh look. There ya go. They were happy enough to send hundred of clients to them in the last.

‘Recently, however, yes. Recently – by trolls, stalkers and a couple of perverts the CCG has been made aware of, and continues to have concerns regarding, the governance of the service, the therapeutic model used and the use of unqualified staff.

‘Unfortunately, following the review, and as the CCG were not assured in these areas, a decision has been made to cease funding the service.’
I’ll leave that one to the Lantern to correct – which they will
Miss Baker, 32, who has received UTD therapy from the Lantern Project, claimed in January to have been abused in a church setting but did not mention politicians.
Yeah. Hi. I haven’t relieved UTD from the Lantern or anywhere else. When I made my allegations I was in counselling with RASA – and please forgive me for not sharing every detail of my sordid past to some bloke & girl from C4 who I’d never met before & didn’t know who they might be associated with, who after all were there to speak about the National Inquiry not the specifics of my abuse. I have given over 100 hours of evidence to the police. The C4 story was approx 8 minutes

In May, after widespread publicity about VIP sex abuse, she waived her right to anonymity and claimed that when she was aged from six to 11 she had been repeatedly raped by a former MP and others in a forest at Cannock Chase, Staffordshire, as police stood guard.

I’m starting to really dislike the word “claim”

Miss Baker, who has had close dealings with the disgraced ‘investigative’ news website Exaro, also alleged she was trafficked to a flat in Dolphin Square in Westminster for sex parties which included a former cabinet minister. Mr Watson then called for a full investigation into her case. Hey. When did poor Exaro become disgraced. It’s you who should be disgraced for writing this piece riddled with rubbish. Next question. I’ll give a chocolate bar to anyone who says they’ve seen me say that I was at Dolphin Square. See the difference is Exaro research their own articles – they don’t just copy & paste inaccurate articles from other papers

The former MP about who she made the claims was questioned ( not questioned. Interviewed under caution) for three hours by police in October. He vehemently denies her allegations and says he has serious concerns about the Lantern Project’s techniques. ah an anonymous bloke accused of rape and CSA says he didn’t do it – and of course he has serious concerns. The fact remains though that I made the allegations before the Lantern project

Darren claimed he had been abused on an estate in Suffolk, had witnessed the murder of a man and had been trafficked to Dolphin Square. He named a former cabinet minister as a child rapist and said he knew of a girl who had died during one sex party.

In September Suffolk police concluded there was no substance to Darren’s claims.

That month, it emerged he had been previously sentenced to two years in jail for making hoax bomb calls, nuisance and threatening calls about neighbours and criminal damage, had falsely confessed to the murder of a prostitute in the midst of a high profile police manhunt, and a judge had once accused of him of telling “some pretty whopping lies” at the conclusion of a court case.

According to reports in October, Darren has not had UTD therapy, but the Lantern Project has been supporting him in some of his dealings with police.

I cannot and will not make any comments on Darren and his allegations.
The charity is run by Graham Wilmer, an anti-abuse campaigner who set it up 12 years ago. He said at his home on Merseyside: ‘We cannot make a statement at this time as there is a live police investigation relating to this matter.

Let’s make it clear – I’ll not share my opinion of this guy in case it “upsets” him – I’ll just share a small selection if his tweets and let you make your own minds up. I have restricted this to tweets from his name & directly about me – I have excluded a number of sub-tweets as unlike some blogs I’d prefer to deal in fact only – the “anon” accounts can wait for another day. He is also not an survivor of sexual abuse – which he has said himself numerous times – in fact he sued a newspaper for suggesting he was.
